Annexation

SBN is leading inter agency communication efforts and communication with stakeholders, working with City staff/ officials, and coordinating specialists for census, survey, and legal lot descriptions.

  • Interlocal Agreement approach to annexation

  • Existing conditions and feasibility analysis to coordinate with service providers, development regulation updates, and level of service impacts. 

  • Development regulation updates

  • Zoning and land use updates

  • Public meetings and hearings

  • GMA Compliance analysis

  • Franchise Agreement re-negotiations

  • Coordination with service providers to expand service area

  • Coordination with City Attorney to support legal work associated with annexation  

  • OFM-compliant census of annexed areas

  • Drafting relevant sections of the Interlocal Agreement and annexation ordinance 

  • All GIS mapping work and geospatial analyses relevant to the annexation
